Often u got phases being activated when u get a kill credit

I go into the instance normally and until the first boss the only thing I see are rats running around, but I don't see any bosses or other NPCs, but they have spawned and I can teleport there using .go creature guid

But the spawns are always there regardless of what phase they are in so the .go c will always take u to them
