well, if you dont accidentally block via windows firewall, your basic setup seems to be correct in that case - i cant really assist with port forwarding since its different on every router

a few days ago i broke my mind around port forwarding for another game, did everything as usual and nothing worked. An hour later, i noticed my router gave my main computer a new internal ip and my portforwarding went into the void
