its enough if you load creatures with long waypoints - they will load other creatures nearby

Tried that. But if they have long waypoints they'll just unload when out of players vision and won't move until they are loaded again by player getting closer.

setActive is a terrible duc-tape 'fix' to circumvent grid issues. you should never ever use it and just load all grids instead of hacking the logics
