that question cant be answered correctly in any way - everything after 3.3.5 is literally not meant to be played.

Can I somehow manage to have all NPCs loaded by default? Like when no players are around, they'd still walk in the world by they waypoints? I tried to set up:
```
GridUnload = 0
BaseMapLoadAllGrids = 1
```
in the world config but it still does not load without players around.

no, there is no simple way to do this - we specifically prevent exactly what you want by default

Then how you solve quests like Messenger from Westfall? He has to walk around Westfall without players around.
