the legacy.dll file contains all the deprecated functions which have been removed from openssl3 because they are insecure/superceeded. RC4 happens to be one of them

and 335, dated as it is, is using this shit everywhere so you're stuck with it. master only needs it because the dead warden impl is still dangling around
