Ah I think I get it. There is a table called rbac_linked_permissions in which the permissions are linked to the roles (Administrator, Gamemaster, Moderator, Player). If I understand right, I'd have to add an entry, which links permission with id 40 (allow adding GM to friend list) to the role with id 199 (Role: Player Commands)?
