It also has no effect on wether the GM can be invited to a party, so I don't really get what that setting is for

I think it should be quite easy to trace how it works, it does not require much C++ knowledge, just code reading, even if you don't understand every line.

If you open visual studio, you can do a search on the entire solution for the friend opcode handler. You should see it read data on the request, validate it, then execute some logic if all the valuations pass.

There should be a simple check here for GM characters, and you might see if it loads from config or is hardcoded.
