The world would be mental if you couldn't put code in the public domain without a license. And putting it on Github comes with some explicit agreements in the first place

If you go by all code without a license is copyrighted, I as the copyright holder give explicit permission for others to freely use the code. I am not enforcing the copyright, so it does not apply. Someone else cannot enforce it on my behalf.
