Everything works as it should for us, but somewhere in your case something is broken. And it doesn't depend on which race you play, I've proven that and the others have.
But nobody can look into your database and see what you've done. Anyway, it works as it should and I've built a lot of custom stuff into the core.

It's not an event in the true sense of the word, but a series of quests that takes the player to another phase. Delete all the quests in the character's database and then you'll see. or with .quest remove QuestID and then go outside from OG and then Go back with .gm off

It's a quest line, not an event.... An event is something that repeats over and over again, but the NPCs are duplicated because the player is taken to a different phase during the quest line, and once the quest line is completed, everything goes back to normal.

I am also working with phasing for a quest line and have to duplicate the NPCs accordingly this is Custom ^^
