No, the corpse despawn time is used to time how long before the corpse despawns. But the connection between that and respawn time no longer exists. The respawn timer starts as soon as the creature dies. That's because the same object isn't reused any more.

What I am not sure about though is if someone added a system to add the corpse time to the respawn time internally. I don't think I recall that happening though.

I hope not. Having the respawn time being a total of two config values was pretty janky.

my grep-foo seems weak. I only found this reference. https://github.com/TrinityCore/TrinityCo...db539cee35
[Embed: Misc/Config: set decay timer for unlooted normal creatures to 5 min...]
Now that respawns do not care about the previous corpse's state, there's no reason to force a very frustrating faster despawn.
