initial threat refers to the threat that is being first applied when performing a hostile action. There is even a spell attribute (no_initial_threat) which is used to prevent some spells from pulling enemies this way

no_initial_aggro and no_initial_threat is two different attributes, if I remember correctly first is blizzlike, second is custom

you're a bit outdated on that. blizzed has leaked their official spell attribute names with tbc classic a while ago and no_initial_threat is a official one

On 3.3.5 branch we still have no_initial_threat as custom attribute, its using to prevent adding this additional threat that equal SpellLevel
