I still highly doubt the for-profit servers are all paying tax... maybe some are to try and cover themselves, but there would have been mention of this in previous lawsuits which there is not

robin is absolutely correct that the overwhelming majority of major pirate servers operate some kind of legitimate business, it'd be insane not to almost anywhere on earth, but the kind of tricks you can pull as one goes beyond what most _actually_ legitimate businesses can and are often willing to do
