Yes, except *none* of the DB values for ScalingStatValues are present in that DBC.

Take an item you created, shown in a previous video and add scaling stats to it. Stats will increase with each level.

The scale does not effect the procs

quick overview
Open the Database
Find the Item
Change the ScalingStat field
restart the world server
delete Client side cache
restart client.

These are essentially custom items when you port them that aren't available in the original, but ok, I just want to try to help a little. I haven't personally dealt with it intensively yet.
