in practice doesn't really matter for tools very much, just means that some locales will have custom patches in the locale dir, and some will have them in the root dir

as far as blizzard dbc are concerned, you'll get the correct blizzlike output by just reading locale patches anyways, so these discrepancies don't matter much

most custom patches floating around are just one archive, so if you combine other patches with your own you're forced to use the clients preferred dir

so you are saying this is a self-inflicted issue, caused by people in the past not caring and putting dbcs wherever

sure. it's also that it's genuinely hard on english clients to use the locale dir since you can't put models in there as root dir will override those, while other locales can place everything in there.
root dir is preferred on english clients because it overrides everything, so if you want to be very sure all your files always override, you use your locales preferred directory
