I see. But in AC, characters even without quests have greetings, in TC, you just can't interact with them.

TC has plenty of problems as well, but there's no way they get fixed without being reported

But by the way, It is not know for sure. As we understood, in AC the guard was in a hurry with this phrase. Maybe subsequent characters get interaction only after certain quests. So maybe in TC it works correctly.
