EDIT: Looking at the food spell for wotlk it seems to have 1 min cooldown. Lul. Never knew that myself.

Anyways, its related to a shared categorycooldown of 60sec for category 11 if you look in the spell.dbc. Just ctrl-F food or whatever and they'll show up.

You need to change the "Categorycooldown" field for each food/drink spell you want to change.
As you will see, they are sat to 60000 across the board.

Nope. Food items like conjured bread or apple or whatever each hold a spell that you can find in the spell.dbc. you need to edit the spell itself in the dbc.
