Since that spell would have to run indoor and outdoors as well for the expected behavior?

so equipping 30% item outdoor -> 130% ms
going indoor while wearing the item -> 100% ms (since only works outdoor)
when going back outdoor though, it stays at 100% but should go back to 130% again
