yes, you need to make up a plan for what phase bits to use for what purpose. You have a total of 32 you can use at any one time

the only phase with a "standardized" meaning is mask 0b1, it generally refers to "the normal world", so it should be used if your area has any concept of a "normal" plane

everything else is completely arbitrary, the only thing you need to make sure is what existing quests might exist in your area (or nearby areas) and plan around those

this feels a lot easier in master where you just add a new phase. could even use the same spell with a dummy effect that you handle in C++, checking for quest status etc
