death knight uses the `StartDeathKnightPlayerLevel` field instead of `StartPlayerLevel`

if neither of those work, make sure you're editing the worldserver.conf that the server actually reads (and not worldserver.conf.dist), otherwise you likely have custom scripts that cause it
