Well with azerothcore, if a proper reference or solution is not found or is not consider credible the approach will be to make it work in other ways

I'm asking myself - what npcs should have that flag by default?
I would guess every npc that can get into combat with other players. And all others should be excluded. Like children and stuff.

And the next step would be how are these flags set. I would think there is something to mark them as civilian if the flag should not get applied.
