Xamp is like a portable mysql ( means you Can use it on repacks cuz the sometimes dont have mysql ). Else it Can be used for website etc, I dont know if you Can use it other ways

Not sure but yes , first time i used a repack it didnt have mysql so i Got Xamp but its 10 years ago
