Allright^^ never noticed that in Classic/TBC to be fair. Too long ago x)

Look same but both zones have flying npc and random npc , like they are broken , sometimes it work to debug / respawn it or check if script is broken , other without script etc , Can be the zone / area ( idk to fix that )

I have just looked on github and it looks like this issue has already been posted and cared about but somehow progress halted.
