if there is nothing in skilllineabilities for it i guess it could also simply be that horde trainers can't train with alliance anyways

The issue is I have additional Alliance races with Paladin enabled, who cannot learn the spell.

worst case it can be some hardcoded shenanigans, but couldn't find anything for 13820 in the core at least
