Like, just about every single rare across two continents does not drop higher-quality loot if they don't have a unique drop.

I've looked through several issues, and while there are plenty that have been closed, not one of them actually provided a solution, or point to when the issue was fixed.

One off the Creature tables , but its Not all rares , your need to find Them manual and check if the have drops on it , what the drop rate is and how the match , idk if there is a easier way. Dont Think there is a Tablet just for rare loot but Can be wrong

I know rare mobs with unique drops do drop them.

But no rare mob across Kalimdor or the Eastern Kingdoms that's supposed to always drop a random world drop does so.

Oka , Think u need to check manual about rare loot , cuz some bosses dont drop items like normal but the item is added in DBC. So idk how it Can be missing , but i belive is not added to the creature if is only drop on unique creatures , Maybe Can be a broken TB_World or what is called , not all are spawned in Worlds ( like over 3.3.5. Blizz did remove alot or change alot ingame , so maybe is in DBC but not in world / server
