At this point I feel like you're just trolling. Quote from TOS: `Only Blizzard or its licensees have the right to host the Game. You may not host or provide matchmaking services for the Game, or intercept, emulate or redirect the proprietary communication protocols used by Blizzard in connection with the Program, regardless of the method used to do so. Such prohibited methods may include, but are not limited to, protocol emulation, reverse engineering, modifying the Program, adding unauthorized components to the Program, or using a packet sniffer while the Program is running.`
No, this does not make it directly illigal but against their tos and copyrights.
If you are still not convinced that hosting is illigal look up the lawsuit against Allison Peyton/WowScape

The degree of illegality does not change the fact it's illegal. Its just more or less illegal (while still being illegal) depending on local laws.

Blizzard can't just use your game mods legally, because copyright. But you also can't legally mod their game and host your own server, because IP and copyright.
