the quests themselves appear to exist in the db, it's just that the quest givers don't give them out

are u sure is not a questline? - story or somethings related to that? , i mean some npc gives you 2-8 quest but your needing finish 1 by 1 , did you do the first of it? cuz it starts on Emissary Brighthoof and end on Overlord Agmar ( so its should be the last quest in the line ) i mean the Agmar's is more then 1 quest = questline but can be wrong

so your did the first quest ? then on and on ? and got stuck on a quest ? . cuz the numbers look like your missing a quest or two but not sure
