That's how Rare mobs are supposed to work - always dropping a high-quality item for their level, but not a specific item in most cases.

Some rare mobs do have specific drops, which seem to work just fine, but those without specific drops that rely on the general loot pool for high-quality gear do not.

Take Mazzranache, for instance, a rare mob in Mulgore. It *does* have a dedicated drop, and will always drop it, as expected. Then look at the Stone Fury, a rare mob in Alterac Mountains - it doesn't have a dedicated drop, and doesn't provide anything when killed, rather than a general high-quality green/blue.
