changed to a !=, but the comparison shouldn't even be there because the handler locale can't decide what locales are available on the server. for non-edited dbcs, only one of those names will be a valid name

dbc just contains a single language most of the time

yes, there are dbcs that have all languages included but most don't. at least, the comparison should be `!=` but what'll happen if you keep the comparison is that players from locales not installed on the server can't use the command at all
