When I do a wotlk server.
I install MySQL community 5.7.32.
I do everything as said in the guide, except I don’t use MySQL community, I turn it off as I only use it for the MySQL plugin for visual studio.
I use xampp for MySQL

You may need to purchase it.
Once you get it, right click MySQL community and select forced uninstall.

when you use communty version you don"t install it you just drag data into your folder
