Well, I mean even without a new account, if I create a new character on retail, it automatically starts out with only BFA quest line and BFA dungeons.

So I'd guess that it probably starts off in a specific mask on the player so the content available is correct.

New Players are forced to start with BfA. You need a lvl 60? Character to "unlock" Chromie Time for Twinks

Yeah, I had a max level character back in legion that I used to raid with so I think ince I had the achievement for max level, it kept Chromie available to me even though I think that character doesn't exist anymore.

I think the new Players get something like a Flag to mark them. If you get to SW/OG you can get a "Mentor" Role and see new Players.
