It would have an array of phaseIDs that the NPC would live in and you would assign it to that phase group, correct?

phasegroups are used in mardum (dh startzone) dont remember any other area i looked at containing phase groups tbh

That makes more sense. So NPCs likely only exist in a specific phase or all phases, but the only way to tell is for the player to enter and exit phases.
