when a certain condition is reached (amount of people on the same zone, server-client communication being slowed at a certain rate due to mass-population), we don't know for sure

we do know, however, that many zones are excluded from it (main cities for example) and they can enable or disable them at will

as for the "worldserver", there are hints that the process is within the same server, just using different instances of the same zone

why? well, if a zone happens to crash for a layer, all layers of the zone do as well, so it's a reason to believe so

i must say however, they improved them at some point during Shadowlands, where only layer A would crash and B wouldn't, so those in A would be redistributed among available layers

the server does not expose your actual layer ID, and there's no API for addons to read it
