It's after that quest when things go helter skelter. Some NPCs are there but not giving the follow up quest. Some are nor there at all

About implementing remaining stuff? Not yet. Malcrom implemented Exiles Reach so far, but is gone for quite a while already. He usually comes back after 1-2y

That has narrowed it down to three bugs to report then and all prior to the boar ride. Easy as!
