If it’s its own repo, it’s also a separate build, so you don’t need to rebuild even if you completely nuke the build did

Even if it’s just seconds, it would also cut down on CI times if you set up CI to use a cache

not really, using recast example, its so fast that downloading sources/cache separately would take longer than just compiling it

I would set up a a cache for CI regardless, for the other dependencies
