yeeeted most of /dep, added port overlays for long to build packages, enabled it on all platforms not just win

and because of the last part (all platforms) my setup script has to stay, cant rely on it being preinstalled with visual studio

You could convert the CMake options to vcpkg features, but VS doesn’t have a GUI for that either
