I'd probably hijack the store UI to implement it. "Click a button, send a ping to the server, on next login (or logout) your race/name/class/whatever change is waiting for you.

Store UI is heavily isolated. It even uses a specific XML only tag to achieve that. I wouldn't count on being able to do that, unless you ship a patch MPQ
