Also, like, making sure the stats given to an item on top of the base armour value (which don't count towards the budget) don't go over budget.

Which is a pain in my ass, and I wish I had ways to just... automatically handle it so I only have to figure out the rules once and click a button to make the items follow them afterward.

Item budget is a joke anyway. Take for example https://www.wowhead.com/item=158362/lord...sts-signet and https://www.wowhead.com/item=162548/thornwoven-band . Both drop from the same instance, but have the same amount of stats, but the first has a set bonus making it more valuable. The set bonus isn't accounted for
