event_phase_mask is a mask, it means you can allow it in multiple phases

Yes, I understand what a mask is... it's simply added up. Phase mask 1 + phase mask 3 = phase mask 4

I'll try this out with my SAI test NPC. I always use it to test everything possible before it is installed in the actual NPC.
