SPELL_EFFECT_DUMMY is also used for visuals only a lot (if its the only spell effect, not the case here).
Spell effect dummy of this particular spell seems rather unused, so i would just skip that

As far as I know, there are also such items that only increase the reputation up to a maximum of benevolent and these then require a script as is the case with the tabards, for example, which increase the reputation in dungeons if you wear them. That's why I initially assumed that this item would be handled that way because there was such a spelleffect in the spell

And yes, the item works as it should, I copied it for my custom faction and it works, but like I said, I thought I needed one at first. There's nothing wrong with asking something that isn't entirely clear to you.
