Most likely it is reading from the db2/dbc directly if there is no spell script in the sourceor spell id present in the sql

Not every spell needs a spell_script the DBC tells you that for example the spell Fear (5782) in the dbc it has a SPELL_EFFECT_APPLY_AURA with ID: SPELL_AURA_MOD_FEAR.
In SpellAuraEffects.cpp you can find the function that gets called for SPELL_AURA_MOD_FEAR in this case it's HandleModFear

in dragonflight spell 5782 is a dummy thats supposed to choose between 118699 (the standard fear) and 130616 (fear + root)
