No, there was no problem connecting to the hardware server and after 17 minutes the problem was solved by itself
As if someone from within the game caused this disturbance

then issue was on the route from player to server (aka isp problem, you cannot do anything)

you can just wait in this case or try to figure out which router is causing the problem and call their operator
