but yeah the dockerfile is basically the normal install guide but with a few docker-specific things for saving disk space

Long story short, what you're going to want to do in the dockerfile is pretty close to this wiki page
<https://www.azerothcore.org/wiki/linux-core-installation>
This is all essentially done before this line: <https://github.com/azerothcore/azerothcore-wotlk/blob/master/apps/docker/Dockerfile#L104>.
Note that you'll also need a MySQL server in some way. you can run this in the container or outside of it.
After the containers are built, the startup process consists of:
1. moving the files that are generated at build time from `env/dist/etc/*.conf.dist` to `env/dist/etc/*.conf`
2. running the dbimport program (`env/dist/bin/dbimport`) to seed the database
3. downloading the client data <https://github.com/azerothcore/azerothcore-wotlk/blob/master/apps/docker/Dockerfile#L228>
