nah, NPCbots wouldn't do it. Since you can't connect to MySQL at all, I'm thinking it's either configuration of the firewall or the docker network adapter (within windows settings).
Can you run another app (`docker run -it --rm -p 8080:80 nginx` should be fine, just needs to be completely unrelated to azerothcore) and from the other computer see if you can connect to `STATIC_IP:8080` in a browser?

I disabled every firewall on Host and restarted everything (even pc) and now it works
