It's both. There's a version which compiles on the target machine. This is from the azerothcore-wotlk repository.
There is also acore-docker, which is a pre-compiled, auto-updated image from the original repo.
It comes with mod-Eluna installed, so you can do your own scripting in Lua or typescript still.
It has many of the advantages of a repack but none of the downsides.
