that's exactly where the databases are created, if it doesn't take effect then it means that you already have the database created

I know this is where they are created, but when I fire up the server with correctly modfied configs, it says: ac-worldserver_1 | Could not connect to MySQL database at ac-database: Unknown database '_world_wotlk_0'

Okay so I am almost certain it for some reason does not utilize the generate-databases.sh script that is located inside /docker/database/

well...I've created it and if I recall correctly, that's the only place where I create the databases. It can also be that the db assembler does it, let me check
