Hey, i changed something in the DB for Testing and try out the functionality.
I changed the Quality of an Item, that my character is currently wearing from Quality 1 to Quality 3 and the Sell Price from 1 to 50, executed it in the SQL DB.
It was changed.
restarted the Server but then, after that. Ingame nothing changed. It has already Quality 1 and Sell Price 1.

Does anyone know, how can this occur ?

There is a world server config change to force it to use DB value; which I think helps with needing to delete the cache every time.

I think it is EnforceDatabase or EnforceDB something like that.
