why not ? i mean there are other solutions but for some1 to read it they would have to have access to ur server

locally nothing matters if its not opened to public...im using root and on server it also doesnt matter if its local DB without option to connect from outside

in reality u dont want to expose DB even in production even if it would be different machine it would still not be exposted (technically it would be but) it would be white listed

Not an issue... acore is authorized to login only if connection comes from localhost, your apssword could be public that is not an issue

You hould not open 3306 to public BTW.
If you intend to connect to your server (if it is Linux) from a distant PC juste use a SSH tunnel to enclose SQL connection (TCP over SSH)
