I had problems when I installed my first server, as I understood 'LocalAddress' to be the "local" (or LAN) server address. But I think that this cell is for the server itself which is using his 'localhost' name or local IP. That's why on most wikis they say to keep this cell to 'localhost' or 127.0.0.1 ; so, when I did this, I was able to connect. Maybe here it's the same
But if it doesn't work, maybe creating a VPN via Wireguard? So all players are on the same LAN

at last, maybe doing these steps (didn't test it but seems relevant):
- in the 'realmlist' db, in "address" = the WAN IP (or WAN Domain Name) of the server / in "LocalAddress" = the LAN IP of the server
- then in the "etc" server folder, open the authserver.conf/worldserver.conf file, and make sure the "Bind Address" line is set to 0.0.0.0
