Afaik characters are cached (loaded into memory, whatever you wanna call it) so you can't just add them manually while the server is running. It doesn't read data from the database after starting up, just write to it. At least that's what I've been told.
Edit: Actually, that's not quite right. I can change character looks from the DB while it's running with no issues so it has to load at least some parts, although that's obviously for already existing characters. I apologize. Did you miss something?

I would suggest using RA or Soap or something similar to leverage the pdump load mechanism. You can create a "template" pdump file and generate a similar one with whatever php system you're creating, then using pdump to load that generated data correctly

This also ensures you don't break something like expected character guid that the server keeps track of during runtime

But atm working on porting service , so player can t do the dump.The idea was to add player info and send items ,gem,currency via mail

What you could do is make an addon that dumps all the character info into a pdump friendly format, then you could load that. That said, allowing players to even touch the dump file in any way would end up with players being able to cheat by adding themselves whatever they want
