utf8mb3 isn't really a thing, that's just utf, which is deprecated

utf8mb4_general_ci: MySQL's default sorting rule, the Unicode part is not strictly sorted in Unicode order

utf8mb4 is a lot faster than utf8mb3 so you should. utf8mb3 is also deprecated (or will be) so continuing to use it is a bad idea regardless.
